COMELEC And Negros Power Sign MOA To Ensure Reliable Power Supply For 2025 Elections
In preparation for the upcoming 2025 National and Local Elections, the Commission on Elections (COMELEC) and Negros Electric and Power Corporation (Negros Power) have entered into a significant partnership aimed at ensuring an uninterrupted and stable power supply throughout the electoral process.

The formal signing of the Memorandum of Agreement (MOA) took place on April 7, 2025, at the Negros Power headquarters. The event was led by Provincial Election Supervisor Atty. Ian Lee M. Ananoria and Negros Power President and CEO Roel Z. Castro, and attended by key officials from both institutions. This collaboration highlights the shared goal of safeguarding the integrity and efficiency of the elections.
Ensuring Power Readiness During Elections
One of the key highlights of the ceremony was the presentation of the Election Power Readiness Plan by Engr. Felgie C. Magla-oy, Systems Operation Manager of Negros Power. The plan outlines the technical strategies and operational efforts to guarantee continuous electricity before, during, and after election day.
Negros Power committed to several proactive measures including:
- Preventive maintenance of power lines and substations
- Clearing of potential obstructions near election facilities
- Deployment of technical personnel on standby across service areas
These steps are crucial to minimize risks of power interruptions that could disrupt polling stations and vote-counting centers.
Clear Roles, Shared Commitment
Under the MOA, COMELEC will take the lead in promoting voter education and transparency. It will also ensure that election-related announcements and updates reach the public efficiently. Notably, part of this outreach will include the inclusion of COMELEC informational materials in Negros Power’s monthly billing statements, reaching around 230,000 consumers in Bacolod, Talisay, Silay, Bago, Murcia, and Don Salvador Benedicto.
Negros Power, for its part, will provide full support on election day by coordinating closely with COMELEC field officers and ensuring that critical election facilities are prioritized in terms of power reliability.
Both parties emphasized that the agreement will not incur any additional budget on the part of COMELEC.
