PaKAPe Program: Strengthening Community Ties
One of Negros Power’s latest initiatives is the PaKAPe Program, which provides a platform for open discussions between barangay officials, residents, and the company. This initiative aims to build stronger relationships, ensuring that community concerns regarding electricity services are addressed effectively.
“We believe that open communication is key to addressing the needs of our communities,” said Engr. Bailey del Castillo, Chief Operations Officer of Negros Power. “Through the PaKAPe Program, we can work together to ensure a reliable and safe electricity service for all.”
By fostering direct engagement, the program encourages transparency and cooperation, ultimately leading to improved services and community trust.

BReaD: Data-Driven Solutions for Better Service
A crucial component of the PaKAPe Program is the BReaD (Barangay Reassessment Drive) initiative, which aims to collect essential data on electrical demand across different barangays. This initiative allows Negros Power and local authorities to identify areas that require maintenance, upgrades, and enhanced safety measures.
“This data will be invaluable in identifying areas that need upgrades or maintenance,” explained del Castillo. “It will also support the annual budgeting process by determining the budget required for electricity usage and service connection applications for unmetered barangay facilities.”
By utilizing accurate data, Negros Power ensures that resources are allocated efficiently, contributing to a more stable and sustainable power system.
BELT: Training Barangay Electricians for Safer Communities
Negros Power recognizes the importance of having skilled personnel at the barangay level to handle electrical concerns effectively. In collaboration with TESDA (Technical Education and Skills Development Authority), the company has introduced the BELT (Barangay Electrician Livelihood Training) program.
This initiative equips barangay personnel and electricians with the necessary knowledge and skills to address electrical issues, prevent accidents, and promote overall safety within their communities.
“This program is crucial for ensuring the safety of our constituents,” said Barangay Captain Lady Gles Pallen of Brgy. Taculing, a participant in the BELT program. “With the knowledge and skills gained through this training, we can better address electrical issues in our barangay and prevent accidents.”
Additionally, the BELT program streamlines the application process for new electrical connections by providing barangay electricians with the competencies needed to assist residents efficiently.

Red Zones: Enhancing Fire Safety Measures
In collaboration with the Bureau of Fire Protection (BFP), Negros Power has implemented the Red Zones Initiative, focusing on 284 fire-prone sitios in 48 barangays across Bacolod City. This program is designed to raise awareness of electrical hazards and promote fire safety through information, education, and communication (IEC) campaigns.
“This initiative is vital for protecting our communities from electrical fires,” stated FSupt. Jenny Mae C. Maisip of the BFP. “By working together, we can educate residents about electrical safety and reduce the risk of fire incidents.”
The Red Zones program plays a crucial role in preventing fire-related incidents, ensuring compliance with electrical safety regulations, and transitioning unmetered households to formal electric service connections.
