The Primelectric-CENECO JVA And Why Your YES Matters!

Electricity not only plays a huge part in our daily lives at home but is extremely vital for all the things that go on in the world around us in our modern life. I cannot imagine a world without it because life will be so difficult and slow. That’s why people need to learn how to value electricity and not waste it.
That’s the case if you still have electricity. What if you no longer have it? What would become of life? That’s what probably goes on in the minds of most if not all CENECO consumers. Many are pushing for the approval of the Primelectric and CENECO JVA (Joint Venture Agreement). If this JVA pushes through, electricity services in Bacolod City and Central Negros will greatly improve. Thus, lessening unscheduled brownouts and reducing the price of electricity, among many other benefits.
Reasons to Vote Yes on the Primelectric / Negros Power and CENECO JVA
I. CENECO has been struggling financially for decades now
Here are some information illustrating that:
- CENECO has over Php 600 million in debt to the National Electrification Administration, banks, etc.
- CENECO continues to lose almost Php 20 million monthly due to high system losses reaching up to 11%.
- CENECO hasn’t invested in new equipment, facility modernization, and upgrades since 2011.
- In 2030, CENECO’s franchise will expire.
- CENECO’s substations and transformers are overloaded; distribution equipment is outdated; many wooden utility poles are broken and leaning; meters are no longer precise; and power lines are tangled.
II. Primelectric / Negros Power will save CENECO and its consumers
- Primelectric will invest in improving, replacing, upgrading, and modernizing distribution facilities.
- Primelectric will provide Php 1.7 billion to help settle CENECO’s debts.
- System losses passed on to consumers will be capped at 5.5% as regulated by the Energy Regulatory Commission.
- Negros Power will apply for a congressional franchise with CENECO holding a 30% share.
- In a 5-year development plan, they will increase substation and transformer capacity, replace wooden poles with concrete, reinforce primary lines, upgrade to digital meters, and strengthen responsiveness to lessen unscheduled brownouts.
III. Electricity service will improve, and the cost of electricity will decrease with the JVA’s execution
